Japan Local 5G Rollout Accelerates: TELEC Certification for 5G Gear

24. September 2026

The local 5G market in Japan is moving beyond demonstration experiments into commercial operation. Private cellular networks deployed in the country’s designated locally licensed bands are now being used for production-grade applications rather than trials, and this shift places equipment approval requirements — in particular TELEC certification — at the centre of market access planning for suppliers and integrators.

From Demonstration Trials to Operational Networks

Deployments in Band n79 (4.6–4.9 GHz) and Band n257 (28.2–29.1 GHz) are expected to increase significantly as end-user organisations recognise that the technology is ready for practical use. Applications already in operation include automated guided vehicles and autonomous mobile robots, machine vision for quality inspection, digital twins for predictive maintenance, remote control of construction machinery, telepresence and service robots, live broadcast production, self-driving buses, aerial surveillance drones and disaster preparedness systems.

Concrete examples illustrate the transition: the Port of Osaka’s Yumeshima Container Terminal has replaced manual paper-based processing with local 5G terminals, inspection cameras and AI-based identification; Hiroshima Gas is deploying unmanned robots for leak and temperature monitoring at gas production plants; NEC operates local 5G for autonomous transport within its manufacturing facilities; and Ricoh uses a local 5G network at its Tohoku plant for remote factory tours with real-time 4K footage from 360-degree cameras. SNS Telecom & IT estimates that annual spending on local 5G networks in Japan will grow at a CAGR of roughly 55 percent between 2026 and 2030, accumulating close to USD 1.1 billion by the end of 2030.

Private 5G network equipment usually requires TELEC certification in order to be approved for import and sale in Japan.

Certification Requirements and Market Access Implications

TELEC certification confirms that radio equipment conforms to Japanese technical standards under the Radio Law, and it applies to the radio units, base stations and terminal devices used in locally licensed private networks. For manufacturers and exporters, this means that band support must be verified for the specific frequencies allocated for local 5G use, and that certification documentation should be available before shipment. Importers and system integrators are typically responsible for ensuring that deployed hardware carries valid certification and correct labelling.

The market is broadening from temporary installations for broadcasting, construction and disaster relief to industrial-grade networks supporting physical AI and digital transformation in factories, warehouses and ports. Vendors and domestic start-ups are also addressing technical challenges such as 5G time-sensitive networking and millimetre-wave coverage through AI-optimised glass substrate repeaters. Further regulatory information may be available in the company’s news or certification resources.
