Japan Reinforces TELEC & JATE Certification Framework for Wireless and Telecom Equipment

The Ministry of Internal Affairs and Communications (MIC) continues to administer a comprehensive conformity assessment system that verifies compliance with the technical requirements of the Radio Act before specified radio equipment can be marketed or operated in the country.
The certification system is designed to simplify licensing procedures while ensuring that radio equipment complies with Japan’s technical regulations. Depending on the product category and certification route, approved equipment may benefit from simplified licensing procedures, blanket licensing, or, in certain cases, exemption from individual licensing requirements. In addition to certification of individual devices, Japan also provides a construction design attestation system that allows manufacturers of mass-produced equipment to certify a product type rather than every individual unit, improving efficiency for large-scale production. Under this approach, manufacturers and importers may verify that eligible products comply with the applicable technical regulations before notifying the ministry, provided that appropriate conformity verification procedures are maintained throughout production. The framework also recognizes certain foreign conformity assessment bodies through Japan’s Mutual Recognition Agreements (MRAs), allowing qualified overseas organizations to perform conformity assessments accepted by Japanese authorities.

Companies planning to export wireless and telecommunications products to Japan should carefully determine the applicable certification pathway based on product type and intended use. Selecting the appropriate approval route—whether individual equipment certification, construction design attestation, or self-confirmation where permitted—can significantly influence certification timelines and market entry strategies.
