What is PSC
PSC certification is a mandatory consumer products safety approval that applies to nearly all consumer products sold in Japan.
Consumer products are subject to the product accident provisions and reporting according to the DENAN Act (Electrical Appliance and Material Safety Act) issued by the Japanese Ministry of Economy, Trade and Industry (METI).

PSC Diamond Mark
The PSC Diamond Mark is the mandatory marking for products which are classified as Special Specified Products.
Product categories that pose the highest risk to consumer safety are designated as “Special Specified Products” and require third-party assessment by a METI-Registered Conformity Assessment Body (Registered CAB).
PSC Circle Mark
The PSC Circle Mark is the mandatory marking for Specified Products. The manufacturer tests the product according to the applicable standards of DENAN and then use a Self-Declaration process to declare product conformity.
Which Products need a PSC certificate?
Nearly all consumer products sold in Japan need a PSC certificate. Products designated as Special Specified Products or Specified Products need to be marked.

- Portable Lasers
- Cribs for Infants
- Hot Water Circulators for Baths
- Lighters
Specified Products:
- Pressure Cookers
- Helmets (for Motorized Bicycles or Motorcycles)
- Climbing Ropes
- Oil Heaters
- Oil Water Heaters
- Oil Bath Boilers
How Does the PSC Certification Process Work?

The product tests as well as the PSC certification process itself are carried out by METI designated CABs.
The process of PSC certification according to the Japanese DENAN act is complex and can be challenging. Efficient communication with the Japanese authorities as well as the accurate preparation of all relevant documents and test samples are essential for the successful application and implementation of the PSC certification and marking.
Reporting of Accidents
If major accidents occur involving consumer products, such as fire or fatal injury, the importer or manufacturer of the involved product must submit an accident report to the Japanese government.
Furthermore, all businesses that are selling, repairing or installing consumer products are obliged to inform the manufacturer or importer as soon as they become aware of any major accidents.
