Telecommunication and Radio Certification for Japan

The Telecommunication and Radio Certification for Japan is the approval needed for wireless radio and telecommunication equipment in Japan.

The Japanese Radio and Telecommunication Law covers all products which utilize the radio spectrum and operate under 3 THz. It also covers products that are not communication devices such as discharge lamps and induction heating devices. For these products only applying for a PSE mark is not sufficient.

The Telecommunication and Radio Certification for Japan is also known under the names Japanese Radio Law, Japanese Telecommunication Business Law, TELEC Certification and MIC certification since the Ministry of Internal Affairs and Communication (MIC) is the responsible authority for this certification.

Which products need a Japanese Telecommunication and Radio Certification?

 

SRE and SSRE

Products that need a Radio or Telecommunication Certification for Japan are divided in Specified Radio Equipment (SRE) and Special Specified Radio Equipment (SSRE).

Products with the following functions have to be certified:

  • Bluetooth
  • Wi-Fi
  • LTE
  • GSM
  • ZigBee
  • Wireless mics
  • RFID (2.4 GHz, 920 MHz)
  • Telemeters
  • UWB radio systems

Specified Radio Equipment has to go through an examination process by a Registered Certification Body (RCB).

Special Specified Radio Equipment needs to conduct a compliance test, but can be registered through a Self-Declaration process.

 

High Frequency Devices

High Frequency Devices need to be tested for compliance and then registered with the MIC via a Self-Declaration process. High Frequency Devices include:

  • IH cooking devices
  • Microwaves
  • Electrode-less discharge lamps
  • Welders
  • RFID (13.56 MHz)
  • Ultrasonic devices
  • Other equipment over 10 kHz (including industrial and medical devices)

 

Extremely Low Power Devices

Products with the following parameters are classified as Extremely Low Power Devices which can be registered on a voluntary basis:

  • < 500 µV/m for products operating under 322 MHz or over 150 GHz
  • < 35 µV/m for 322 MHz – 10 GHz
  • < 3.5x μV/m, where x is frequency in GHz (or 500 µV/m, whichever is lower) for 10 GHz – 150 GHz

 

How do I obtain a Telecommunication and Radio Certification for Japan?

The certification process for radio or telecommunication products differ from product to product, but generally include the following steps:

  1. License Application
  2. Examination
  3. Inspection (only for non-certified equipment)
  4. Issuance of License
  5. Registration

 

The Japan Radio Law describes the detailed certification process.

 

The Japanese Telecommunication Business Law applies to products that can communicate to the state communications network in Japan. All products that connect to the public network must follow the Telecommunication Business Law of Japan.

 

Types of Certification

 

SRE Type Certification:

Structure and design of the products will be certified through product tests. The RCB will choose some product samples from every unit (product model). In addition, the client has to submit a self-declaration that confirms that his quality management system is in conformity with the relevant Japanese regulations.

This certification type is normally used for serial products.

 

SRE Batch Certification:

This certification type is used to certify products that are imported in limited numbers. For this type of certification every unit has to be tested and approved.

 

Declaration of Conformity (DoC)

High Frequency Devices can apply for three different types of Self-Declaration depending on the type of equipment:

  • Specification of Type -> Testing and Marking
  • Confirmation of Type -> Testing and Marking
  • Authorization of Use -> Testing

 

Marking

The marking has to be put on a clearly visible place on the product. For SRE Type Certification the marking has to be done by the manufacturer. Products that are registered via SRE Batch Certification will be marked by the Registered Certification Body (RCB).

In addition to the official label all products will receive an official certification code.
